New recruiting rules take effect today

Nothing that really makes a difference at the moment, but the early signing period in December and juniors being allowed to take an official visit from April 1 through late June are now part of the rules that are in effect.

Also official written offers are now permissible for HS seniors. (that's not a new rule)
