CB: Franz announcement

Just curious, it was alluded to that Franz had pretty much made up his mind preseason that he was leaning towards leaving. By all accounts, he is a lottery pick. Just wondering, what you think is the reason for the delayed announcement? Is there ANY reason to hold out hope? Just a little curious with everyone declaring, why do you think he has not declared yet?
