What if the NBA adopted NHL draft style changes?

Had this thought while covering hockey over the weekend, and I may have the specifics wrong, but in general, the way the NHL does the draft is that every North American player is eligible from age 18-20 and international 18-21. Your rights get drafted and then you're still able to play in college until the player/team decides they're ready to move on to the pros/minors.

Couldn't this be a way to solve the one-and-done debate? If a player is good enough to be drafted at age 18 and go straight to the NBA, they could. They also could have tons of potential but stay in college four years. Any player that didn't get drafted would then enter the NBA as a free agent once they finished college, so players that develop later wouldn't be prevented from playing in the pros, they'd just get to choose where they play.

This would allow players to play 0-4 years of college basketball without worrying about eligibility if they declared and went undrafted.
