Assessment is ongoing as more players hit the portal.
Every program is fighting to keep who they already have.
There are still HS players being recruited.
So, 100% of those 130 programs are scratching and clawing to fill out their rosters through the portal.
Last but not least NOBODY'S NIL is UNLIMTED like manybon here believe. They all are on a spending budget so they have manage that.
