Michigan's delay of game penalty was a mistake by the refs/clock operator

Guy went out of bounds on the previous play. Clock ran from 25 seconds instead of 40 as it should to give ref time to spot the ball. It should only start at 25 off a dead ball (penalty/timeout).

These errors are really annoying to me because this is basic stuff. Just like the called back TD.
