Level 1 and 2 Violations

So, as I read the "draft" on ESPN, all of the "Level 1" allegations are against ex-employees of Michigan, and the only Level 2 is against Moore. If that's true, I cannot see how we face a penalty beyond a fine and/or minor recruiting penalties. Maybe Moore has to sit a game for a "repeat" violation. Am I missing something?
