From this data I will say NO

Christian Hackenberg got worse every year under Franklin
In 2013 Hackenberg was Big Ten Freshman of the year under O'Brien
in 2015 Hackenberg was not even All Big Ten honorable mention Under Franklin
At Maryland, Chris Turner got worse every year under Franklin
At Vanderbilt there was slight improvement by changing QB's

Can James Franklin RECRUIT QB's? Clearly the answer is YES
