With the way the transfer portal is headed, guys are leaving left, right and center. I think it's smart to raise the cap on the number of total scholarships in a recruiting class. You're able to address all the needs in one recruiting class, it allows you to take a flyer on some developmental prospect and you don't have to worry about the numbers crunch if you know exactly how many spots you need. Of course, the transfer portal will be a thing but anything to get more high school football players full-ride scholarships the better, in my opinion.
Despite it being a two-year waiver, I would not be shocked if it went beyond that. I think it's a good thing.
