"More probable than not"?

So, after months of investigation, analysis, and writing of a lengthy report we get the following from a lawyer in regards to Brady: "it is more probable than not" that Patriots quarterback Tom Brady was "at least generally aware of the inappropriate activities".

Is that the best they can do? "More probable than not"? Forget that this is Michigan's prodigal son we are talking about. What in the hell does "more probable than not" mean? That is a response I would expect from my 6 year old when I ask her if she cleaned her room.... not from a high paid lawyer who was retained to get to the bottom of this clown show. Other than the fact this whole thing is pure media driven silliness, does that phrasing strike anyone else as juvenile?
