Why not go rebuild/youth movement on offense?

The playmakers are not there or ready for this offense to be great this year. Why not start getting the youngsters some reps and build for the future on that side of the ball. Can it be worse than we are seeing?

QB - Peters
RB - Evans/Higdon/Walker
WR - get Collins and Martin in the rotation
OL - get reps for Ruiz and Filiauga
