Why are top tight ends becoming difficult to recruit for Harbaugh?

He seems to be losing his top TE targets to Miami and Ohio State this year. And the tight end transfer this past spring really hurts. Could it be because top TE targets don't see immediate playing time? If any coach should be able to recruit the nation's best tight ends, logic says Harbaugh should be the #1 candidate.
