Why 10pm?

Apologies if this has been mentioned elsewhere but does anybody know why the East bracket plays at 10 pm Tuesday while the West plays at 7 pm? By doing this they are making two west coast teams (USC Gonzaga) play at 4 pm locally and Michigan play at 10 pm. Basically, only UCLA gets a normal start time. Why wouldn't they put the East at 7 pm and the West at 10 pm and give 3 of the 4 teams a normal start time?
