No, U-M didn't cut him loose. He decommitted because he wanted to, it was not Michigan's decision. Huber Heights Wayne head coach Jay Minton told him that, if he wanted to look at other schools, he'd have to decommit from Michigan. He did. At the same time, once he was no longer in the fold, Michigan certainly didn't put a huge effort (any?) into re-pursuing him. He was good enough to hold onto, but once Michigan's QB commitment list was empty, they looked elsewhere.
