Impanel a committee of NFL scouts and other experts.

Partner with insurance providers. NCAA as the sponsor.

Run it as a cost-center i.e. the cost of doing business to preserve the game.

Assess eligibility based on pro potential (yes or no) and provide programs list of eligible athletes after regular season.

Provide athlete an assessment of his hypothetical draft standing after regular season. If he agrees and the insurance company agrees, that's your bogie. If disagreement, then risk player sitting.

If that player is deemed medically unable to participate in draft combine due to football injuries, the policy is triggered. Policy pays out $ for $ the difference between their actual slot and their bogie.

This is an extremely rare outcome but one that most players fear. Your premiums go up when the Jaylen Smith's of the world go down but that's the rarity you're insuring against.

What are the major NFWs with the above? I suspect there are many.
