Someone here has to be an Auto engineer and I have a simple question.....

So I’m putting a rebuilt cylinder head back on. Tightening the head bolts were to be done as followed per manufacturer manual.....7nm in sequence, then 20 Nm, then 55NM, then a 90 degree turn to all bolts in sequence, then a final 90 degree turn in sequence to finish.
I know why the gradual and sequential tightening.....fully understand that Etc. But why not just give two final NM measurements for the final two tightening sequences, versus just saying tighten 90degrees and repeat etc.?
ANSWER MY RIDDLES YOU ENGINERDS!!!! I kid I kid. But just doesn’t make sense.
