What is the common thread among once elite programs that never get their swagger back?

‘Texas, USC, Michigan, etc. are ones I can immediately think of...

It truly feels that this program is going to be mediocre for the foreseeable future and it’s been this way since 2003.
I’m out of ideas...how about you?
