He spent the winter working in Cuenca, Ecuador. It is a "European-style" city of 300,000 at 8,400 feet above sea level. Great expat community, restaurants, culture, mountains, hiking, music. Low Crime.

$2000 / month for a modern fully furnished 3-4 bedroom penthouse with a large open-air patio in City center
As low as $12/day for an efficiency apartment

In country medical Insurance is $50 / month (not a misprint)
Everything else is roughly 50 to 60% of the cost in the Midwest.
You can live very comfortably there for $2000 / month
I have run my coaching/training/consulting business remote from my home office during covid very well.
