Latest speculation is that the guy is going to forfeit his entire year's salary, because they believe the Steelers won't franchise tag him again; but if he does, the Steelers have the option of placing the transition tag on him, which means that if another team signs him, the Steelers could match it and keep him on the roster. I just don't get Bell's angle here - I think he's lost a lot this season...
