Penn State: Former Illinois defensive coordinator Tim Banks has been announced as the co-defensive coordinator / safeties coach.

Well, PSU scored more points against Illinois than they did anybody else in 2015 --- so sure, let's hire their (co-) defensive coordinator!

I don't know too much about Banks: he and Franklin do have a relationship from Maryland. I live in Cincinnati and pay attention to the Bearcats: I thought Banks was good but not great when he was there (2010-11). Haven't paid too much attention since his move to Illinois, Illinois never seems very good at defense but not sure if that is talent or scheme.

Banks is also a Detroit MLK graduate, FWIW. Not sure if that would help/matter at all in recruiting. Lavert Hill, of course, is a MLK DB that both PSU and U-M (and MSU) are battling for.

Only a cynic would think the MLK connections are anything more than a mere coincidence.

When you lose coaches to the SEC it is not considered downgrade in jobs. One to Tenn and another to Auburn would probably be upgrades. The coaches they have hired at DC was linebackers coach. I do not remember where the DC went but the new hires are not seen as upgrades.
