OT: Buying a Used Car and "Dealer Processing Fee"

Buying a Used Audi in Virginia. Price is $1200 below BlueBook, and I had it inspected by an Audi dealership = great. But then they throw a $399 "Dealer Processing Fee" on top. Legit?
