OT: A bizarre statement on a crime scene investigation...

This just occurred yesterday in Ocean City, Maryland.

What I find strange is...

"Officials did not suspect foul play".

However, (it appears) the victim's arm and hand were the only body part(s) exposed when she was found. She wasn't missing for long (last scene at 2am, found at 6:30am), so I would assume someone must have covered up/buried her body? Am I wrong?

In that case, how can they make a statement almost ruling out foul play?
