Is there an extended scholarship cap for 2021/22 basketball (and 2021 football)?

I was under the impression that there is an extended scholarship cap over the 13 (basketball) and 85 (football) to account for seniors being able to say back an extra year.

Several in the Chet thread have said that this is wrong. Can someone answer this with certainty?
