How are B1G/ ACC match ups chosen.

M on the road against defending champions doesn't seem right. MSU the team picked to win the B1G gets ND at home? Now I'm not complaining, a big win on the road would be a great resume builder. I'm just curious. Is ND supposed to be better than NC? I'm wondering. Bowl games, NCAA's and ACC/B1G challenge are only times I root for MSU,OSU.
