Has Michigan Football every been an "elite" program?

I mean 1997 was a good year, and the 90's were good and Bo's teams were really good at times...but has Michigan every been "elite"?

First we need to determine what an elite program is and who would be classified as one.

Consistently winning conference titles and BCS/CFP appearances? Multiple National Championships in a 10 year span? High winning percentage? Great recruiting?

Who would be considered an Elite program? Alabama, Ohio State, USC (past?), Notre Dame?, Florida State (past?) Texas (past), LSU (past), who else??

I saw Section6's post regarding recruiting 5 & 4 Stars...it appears Michigan is not even at the same table on this conversation.
