The caveats for the rankings are that the players must be third-round picks or lower with 500 or fewer career snaps and aged 26 or younger with no signed contract extension.

Hurst led off the list and was noted as "the only thing Raiders fans have any rational reason to be optimistic about."

Chris Wormley also made the list at No. 21, with the outlet noting "Wormley's career at Michigan boiled down to him being a steady, relentless contributor inside on a terrific defensive line.
