Does anyone at all understand the rule “intent to deceive”

I remember Michigan being called for it for “sneaking” Jake butt on the field in 2015 against Rutgers. He simply lined up an inch from the sideline, the referees count players on every play to determine if there are more than 11, he, at 6 6 260, was obviously noticeable and not “hidden.”

Now, yesterday you’ve got on 4th down Vedral screaming at the coaches and pretending to walk off the field, as Rutgers direct snaps it to the uo back.

Is that not the literal definition of intention to deceive?

Must just be a Michigan problem, lol.
