Can the NCAA allow satellite camps only for non-power 5 conferences?

I know they have different rules based on FBS vs. FCS, but can they actually implement rules that are different between the power 5 and non-power 5 schools? It seems like if they could have done that at the April 8th vote, they would have. I have read a lot of articles on the subject, but haven't seen this brought up.

If the NCAA could implement different rules for different conferences, then why not also different rules for different teams within the same conference? I just don't see how they would be allowed to do that.
 
They won't make allowances for specific P5 schools - even if they are the Indianas or the Wake Forrests of the world. I bet they severely limit the amount of camps a P5 can have (say, three a year with beefed up travel restrictions) .

Non P5 schools will have free reign.

Power 5 conferences have "autonomy." So, absolutely there can be different rules by conference.

Different rules for different schools within those conferences though ---- I think that's a complete non-starter.
