
The Big Ten Conference Adopts Stringent Medical Protocols; Football Season to Resume October 23-24, 2020
The Big Ten Council of Presidents and Chancellors (COP/C) adopted significant medical protocols including daily antigen testing, enhanced cardiac screening and an enhanced data-driven approach when making decisions about practice/competition.

So, I’m reading over the Big Ten COVID rules for whether competition can continue or not amid positive COVID cases. I’m finding the “rules” quite unclear to say the least. My questions:
- Who counts in “team positivity rate”? Just the roster, all football personnel?
- Who counts in “population positivity rate”? All football personnel? Actual population in the municipality?
- What “total population at risk” mean?
- Apparently the percentages to get to the color coded “zones” are based on a 7 day rolling average of the positivity rate. This also is unclear, because I could see someone testing positive, being confirmed positive, and then the conference not testing him again. Well, over a 7 day rolling average, suppose they are administering 150 tests per day. If that one confirmed test is averaged out over seven days, then you could seemingly have quite a few COVID positive players who can’t play, but never in fact reach the red “zone” that puts competition at risk.
